# Valmanifest 2026 — provenance

Collected 2026-09-05, eight days before the election on 13 September. Same rules as
[poster-sources.md](poster-sources.md) and [costs-sources.md](costs-sources.md): every file
carries a source URL, a retrieval date, a confidence grade and its caveats.

**All eight parliamentary parties are held, as original publisher PDFs.** Files in
`valmanifest/`, plain-text extractions (`pdftotext -layout`) in `valmanifest/text/`.

## Caveats — read before quoting

- **V is the one weak link in the chain.** `vansterpartiet.se` returns **HTTP 403 to every request
  from this environment** — homepage, campaign page and PDF alike — so the file could not be taken
  from the publisher. The copy held is an Internet Archive snapshot from 2026-08-14. It opens
  correctly, is 11 pages, and its Adobe InDesign creation date is 2026-06-24, consistent with a
  June final. **Before publishing any V figure, re-fetch from vansterpartiet.se on a normal browser
  and confirm the SHA256 below.**
- **The documents are not the same genre.** S publishes a *valprogram*, V and SD a *valplattform*,
  the rest a *valmanifest*. Length varies more than eightfold (C 27 541 words vs V 1 955). Any
  cross-party frequency count is shaped by that before it is shaped by politics — normalise per
  1 000 words, and say so.
- **National level only.** SD in particular publishes a large number of municipal and regional
  manifestos; C, MP and V likewise. None are collected here.
- Retrieved 2026-09-05. Parties revise campaign PDFs in place; the SHA256 list is the fixity record.

## First observation, before any analysis

Two things fell out of the collection itself and are recorded here so the analysis can start from
them rather than rediscover them.

### The manifesto titles are the poster slogans

Every title matches artwork already in `posters/` and coded in `coded-data.csv`:

### Indicative term scan

Raw counts, whole corpus, case-insensitive. **Not normalised for length** — C is fourteen times
longer than V, so read the zeros, not the magnitudes.

- **`språkmodell`, `öppen källkod`, `öppna vikter`, `leverantörsberoende`: zero across all eight**,
  in ~73 800 words — while the government's own coordinator for Swedish language models was
  appointed on 2026-05-21, mid-campaign (`costs-sources.md` §9).
- **MP, SD and V never write "AI" at all.**
- The corpus's **only** occurrence of `suveränitet` is SD's, and it is about the EU, not technology:
  *"det får aldrig ske på bekostnad av Sveriges suveränitet eller vår förmåga att själva fatta
  avgörande beslut för landets framtid."* Digital-sovereignty mentions across all eight manifestos:
  **zero**.
- The three substantive mentions of the machinery each frame it as something other than a thing to
  own:
  - **C** — compute as a competitiveness attractor: *"Etablera ett nationellt AI-center i
    världsklass… som samlar forskning, beräkningskraft och näringsliv för att attrahera
    internationell spetskompetens."*
  - **S** — datacentres as an electricity-price risk: *"Vi behöver kunna ställa krav vid
    energiintensiva etableringar, exempelvis datacenter. Annars riskerar elpriserna att öka och
    svenska elkonsumenter får betala priset."*
  - **SD** — sovereignty as a question about Brussels.

This is the poster finding at manifesto length: the machinery appears as competitiveness, as an
energy cost, and as a European constitutional question — never as public property.

**These were raw counts from a single automated pass.** They have since been superseded by a
proper coding pass — `coding-rubric.md` v3, applied by `build_manifest_dataset.py`, output in
`manifest-coded.csv` and `manifest-aggregations.txt`.

Two things changed under coding, and both matter:

1. **The scan above had a false negative.** Its lexicon missed Moderaterna's *"Minska Sveriges
   beroenden av utländsk teknik i kritiska system genom stärkta incitament och strategisk
   upphandling för svensk och europeisk teknik inom säkerhetskänslig IT, moln och drift"* —
   because M write `moln`, not `molntjänst`. That is the corpus's strongest sovereignty passage.
   v3 adds an infrastructure/dependency lexicon tier and audits its own exclusions.
2. **Normalised per 1 000 words, the ranking reverses**: S is the densest (1.98/1k), not C (1.74).
   Raw counts were measuring document length.

The finding that survives coding is narrower and harder than "they never mention the machinery":
across 73 797 words, **no passage claims public ownership or control of models, weights, compute
or data infrastructure** (`own_claim` = 0 of 38). They propose to buy it, defend it, attract it
and be skilled at using it. SD, V and MP contain no machinery language at all, under either
lexicon. See v3 for what this licenses and what it does not.
